Small wisps of plant fibre are felted together by the rolling of the waves and the warm sunshine into tightly-matted balls. There is no especial pressure towards true sphericity - any shape will do as long as it has no corners. The beach balls roll up and down the sand, full of water but still buoyant, gathering material as they go.
