LB TRADING COMPANY
Leader of LBT has the title of Director in Chief.
Director in Chief is supported by a Board of Directors - four people. One of these is John Wain, the others are NPCs (Jim Westron of Smokestone City, Johnathan Grimm of Dunwick, Billy of Cimmaron).
LBT gets one bonus action each round (4 instead of 3, basically), thanks to the Board.
The Director in Chief's bloodline is increased by 5 temporarily, thanks to the Board.
Mustering army units is no longer a free action - instead it is a Domain action.
Every year (4 turns) the Board and Director in Chief vote, by simple majority, the proportion of profits to be distributed to shareholders. Basically LBT loses a percentage of its GB treasury as agreed by the board every four turns. Calculated every summer (starting turn 2, every 4 turns thereafter).
A vote of at least 3 out of 4 board members can oust the Director in Chief. The Board takes a dim view of
a) mustering army units
b) drawn out wars
c) poor financial performance (low amount of gold turned over to the Board each year).
and this will influence their vote.
Alternatively the Board may instead choose to temporarily override the Director in Chief, overriding one or more actions taken by the Director in Chief that the board feels are contrary to the interests of shareholders.
PARLIAMENT OF BELLAYNE
Leader of the Parliament has the title of Prime Minister.
Parliament does not use LTs in the conventional sense. Parliament instead sets up Select Committees as and when needed (free action). A Select Committee always counts as the
most appropriate LT available when dealing with special events. Select Committees can be assumed to contain a good balance of character classes.
The Prime Minister gains a bonus 10RPs per turn, due to the increased authority of his position.
Parliament gains a +5 bonus to any agitate actions in provinces where citizens are allowed to vote.
Espionage aimed at destabilising a democratic government (eg, great captain events) suffer a -5 penalty to the roll.
Any trade routes created in a democratic state are worth 1GB more than normal. Tax levied by a democratic government nets 1GB more per province than normal.
Parliament gains a free action each turn, which may be either agitate or rule.
Mustering troops is not a free action. Movement of units in wartime costs double normal (2GB buys 5 movement points).
Actions massively contrary to the benefit of the people may, at DMs discretion, trigger a collapse in a democratic government. While a new leader is selected, Parliament can use only one action in that turn. Alternatively, MPs could instead temporarily override the Prime Minister if they feel that his actions are contrary to the wishes of their electors.
Parliament is doubly sensitive to any negative loyalty changes, except enemy agitation, which is normal.
Note that Bellayne is not currently a full democracy - it is currently a mix of democracy with a traditional monarchy. The trade route bonus does not count under this system, the nation
would have to become a full Republic first (ie, Parliament would run the provinces not the Queen). While the sensitivity to negative loyal changes currently means nothing as Parliament has no
provinces under its control, it will influence the actions of Parliament nevertheless (eg, if the Queen sets high taxes all the time, Parliament can be expected to oppose this unless Parliament agrees there is good reason).
SHADOW COUNCIL OF HERATH
Leader is known as the Shadow Lord. He is regulated by a Council of powerful wizards.
The Shadow Council gains a +5 bonus to espionage rolls.
Military maintenance costs are reduced by 20%.
Building project costs are reduced by 20%.
The Shadow Council does not gain a bonus as normal. However, their extensive espionage network effectively grants a roll to detect enemy espionage every turn, as if a free espionage action was spent each turn. This action does not cost any GB/RP. If the Council so decides, extra RP on counterintelligence can be allocated.
The Council can veto any decision made by the Shadow Lord at the DMs whim. The Council is opposed to any actions which
a) endanger the secret of the araneas
b) endanger the status quo of Herath - allowing foreign influence into Herath, for example
c) encourages the advancement of technology, which Herathians fiercely oppose
Inefficiency. The Council constantly schemes against itself, thus causing inefficiency. 5GBs a turn is lost due to corruption.
