Public Sector Coal Trade Ordinance
Be it enacted by an ordinance of the Lords and Commons of Bellayne assembled in this Parliament, that the administration
of the transport of coal from Penwick to the two great cities of Theeds and Leominster be henceforth allocated to the duly
designated National Coal Board, as the coal supplies of this Kingdom are deemed to be a matter of importance to this
Parliament.
Trade and Taxation Act 1014AC
Be it enacted by the Queen's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal,
and Commons, in this Parliament assembled, and by authority of the same, as follows :-
1. Guild holdings will operate untaxed, except for the amendment noted in 1b.
1b. The Vintage Guild Royale warehouses and operations within Bellayne will suffer a punitive tax equal to 2000 sterling(1GB)
per holding. Money accrued from this tax will be paid directly to LTI, and will not be higher than the tax suffered by LTI
operations in Renardy.
2. Trade routes within the Kingdom will pay Parliament a duty of 2000 sterling (1GB) per route. Entirely internal routes will be due
4000 sterling (2GB).
3. Trade routes must be sanctioned by Parliament to be legal. As dominant native guild, Lion Trading Inc. is exempt from this
restriction. Other interested parties may contact Parliament for permission to open trade routes.
3b. Existing trade routes within the Kingdom are declared to be legal.
4. Parliament will assist in building the infrastructure required for trade in the Kingdom, for example roads. The precise
funding available will be dependant on the state of Parliament's finances at the time.
5. Unprofitable competitiveness within the Kingdom is to be discouraged. The government of Bellayne will oppose any attempts by guildmasters to contest rival holdings.
Renardois Tax Policy
Guilders and Temples operating in Renardy are due an income tax of 20% of all income accrued, rounded up to the nearest
2000 renar. Faiths and guilds favoured by the Renardois government are taxed at the reduced rate of 10% of all income
accrued.
Amendment to Renardy Tax Laws
If the rounding up of tax in Renardy means the tax reaches 50% or more of the guilds income, the Monarch at his discretion
may work out an alternate system for that guild until they can become prosperous enough so as not to need it. The details
are left to the discretion of the Monarch at the time of negotiations with said guild. Should a guilds income increase
within Renardy they would remain to be taxed at this agreed favourable rate for a minimum of three months. In addition,
the Monarch may choose to make a temporary reduction to a guilds tax (in times of economic hardship for example) for a
period not longer than nine months duration, at the end of which tax must return to its proper level.
