Manchester GLASS Meeting
Items for discussion at meeting on 12th March 1998
1. Manchester Area Group to Concentrate on Manchester.
Manchester has a very large number of lanes that have been overlooked and neglected by vehicle users for a very long time. What can we do to help increase use of local lanes? And how do we promote them to users outside Manchester?
2. News This Week.
Last month we were hoping to hear the result of Tim Steven's appeal against NM ruling. We now have it and the judge has upheld the original ruling. Where do we go from here?
Also Derbyshire CC are still denying vehicle rights on UCRs (or NCHs as they call them). They have just issued a consultation document which might give us enough ammunition to step up the fight but do we want to get involved as it is outside of Manchester's area?
3. Green Lane Day 1998.
Letters have been written and some replies received. Press releases have been sent out. So far only one lane has been identified to have any work done. Many MBCs are apathetic. Do we try to promote these lanes by using this attitude to get publicity?
4.Stockport MBC Users Meeting.
This could be a good opportunity to raise our profile and make progress. What do we want added to the agenda? How can we best use this forum?
Other forums take place in Manchester (ie Rochdale) but we are not yet represented. How do we change this position?
5. Future Offers of Maintenance Assistance.
Beyond GLD we will continue to offer HA's assistance with routine maintenance. There are advantages to extending the idea to all RoW's and as a route towards a HoTR scheme. Such offers and schemes help to get publicity and promote a positive image of vehicle users.
6. Area Database.
Firstly we must survey the lanes that we have. At the same time we must identify those that need immediate research because of status disputes or forthcoming RUPP reclassifications. Also identify routes for future research and areas of future research to uncover currently unknown routes.
7. General Direction of GLASS.
GLASS is growing without the communication happening to direct its future course. As a local branch, we are in a good position to promote future developments. Where do we want to be within GLASS and where do we want to see GLASS going? What can we do to influence GLASS policy?
8. Membership Promotion.
We already have flyers. Do we want to do anything else to encourage other to join this group? If so, what can we do? And what of GLASS nationally. Do we want to promote general GLASS membership and how?
9. Information/Research Training Meetings.
The RoW subject is very complex and it can be difficult to know where to begin especially when trying to research a 'new' route. We should be doing, at least, as much research as driving. Do we think that a few training meetings would be a good idea covering areas like current information, highways law, sources of information, using county archives, sources of historical evidence, countryside law, RoW user forums, dealing with Councils, etc.
10. Additional Input and co-ordination.
GLASS is quite active in the Manchester area but that is mainly down to me. What can we do to encourage other to take a more major role? One letter is usually ignored by Has and others but a large number cannot be. Should we be co-ordinating our letter writing activities?
Many of the County Archive sites are quite distant. If we were to co-ordinate our research activities then we could possible make one or two visits to (say) Chester rather than ten. How can we achieve this? How else can we simplify the research/promotion process?
11. Future Meetings.
Local meetings have been arranged for the second Thursday of the month and will continue at the same venue. There is no intention to make the discussion at the meeting too formal, but a list of topics will be produced each month to help to avoid the discussions straying. Any item can be added to or removed from the list at any time.
The purpose of these meetings is not just to find out where you can drive, but to actively encourage into lanes that are known to exist and to find those which are currently lost. How can we actively encourage more people to carry out more research? And ensure that the research is as thorough as possible?
