Manchester GLASS Meeting
Items for discussion at meeting on 13th August 1998
1. Green Lane Day 1999.
Green Lane Day 1999 is provisionally on 28th March 1999. We need to advise all local clubs of this date and urge them to include it into their social calendar.
Trevor Kent was appointed (in his absence and subject to confirmation) to co-ordinate the 1999 event. We need to advise local clubs, organise manpower, contact councils and identify specific lanes that we wish to attend to.
2. Co-operation Between Clubs.
Ideas that have been discussed as viable include:
None of the above have yet been done. However, Phil Lord of the TRF has been invited to attend and Paul Byron of the AWDC already does attend.
3. Maintenance Policy
The approved maintenance policy document is currently being considered by the GLASS national committee. We are awaiting their comments.
4. Survey Forms and Database.
Survey forms were made available at last month's meeting and more will be available at this meeting. Currently we need survey forms to be completed and returned to Dave Pickering. The information is stored on a database which will be used to provide user evidence, lane data for promotional and educational material and statistical information for use when talking to the Highways Authorities, the government and the Countryside Commission.
5. Local Social Events.
Monthly laning days have been arranged for the Sunday following the Thursday meetings. So far we have been to Bolton/Bury and Cheshire. Details of the next laning day on 16th August 1998 will be available at the meeting.
Pat Kent is organising a Treasure Hunt and other events and will have a full social calendar available for next month's meeting.
GLASS has recently had successful stands at both Billing and Weston Park. A presence is to be shown at all the major 4x4 shows in future subject to manpower.
6. National GLASS News.
The GLASS AGM is to be held in Coventry on Saturday 26th September 1998. We need to decide beforehand what we wish raised during this meeting and if we require any points to be added to the agenda.
7. Local Consultation.
In order to keep up to date with proposed modifications to the rights of way network, it is necessary to be consulted by the various highway authorities. Some modifications require notices to be placed in the London Gazette. Negotiations are currently underway for GLASS to jointly subscribe to this with the TRF for mutual benefit.
Other modifications are notified directly to 'prescribed bodies' and to other organisations at the discretion of the Highway Authority. However, some Highways Authorities are refuse to consult non-prescribed bodies or limit the number that they consult.
There are also some modifications that are not advertised at all.
In all these cases it is important that we learn of the proposals as soon as we can and as reliably as we can. Cheshire CC are about to implement a consultation procedure, suggested by users, that should keep all vehicular users fully informed whilst satisfying the Highway Authorities desire to keep the number of consultees to a minimum.
We need to work towards having a common system that works with all Highway Authorities which includes safeguards that ensure that we cannot miss a proposed modification order. Unfortunately, the situation is complicated by some authorities refusing to consult at all.
