Manchester GLASS Meeting
Items for discussion at meeting on 12th March 1998
1. Manchester Area Group to Concentrate on Manchester.
Firstly we need to know where all the lanes are, which are obstructed, which are sustainable and which are publishable.
As a part of this process we must catalogue all the lanes that we know.
When this is substantially underway, we can start to think about publicising lanes.
2. News This Week.
Before we can decide on a policy we need to understand the present legal position which, in view of the length of the appeal decision, could take some time.
Also we need to know what the general situation is on Manchester's lanes.
In view of the fact that many of Manchester's users travel to Derbyshire regularly, and that vehicular rights on UCRs is such a fundamental issue, we must fight Derbyshire's review policy.
3. Green Lane Day 1998.
As the arrangements are in place, we will now wait until after the event and then send out a further press release.
4.Stockport MBC Users Meeting.
Write to all Highways Authorities within Greater Manchester asking if they hold a user forum and for details and an invite.
5. Future Offers of Maintenance Assistance.
We must be careful not to be simply treated as 'free labour'
A consultation document is to be prepared.
6. Area Database.
Firstly we must survey the lanes that we have. At the same time we must identify those that need immediate research because of status disputes or forthcoming RUPP reclassifications. Also identify routes for future research and areas of future research to uncover currently unknown routes.
Rob Smith has started writing a nation RoW database.
Ian Boddison is to be part of the initial trial of the system.
Therefore we should, for the time being, only survey lanes and not try to record them (except on the survey forms). This information can then be entered into the database when it is available.
7. General Direction of GLASS.
These issues will be borne in mind by those present but there are no current views that require immediate action.
8. Membership Promotion.
Make sure that flyers are available to all members and encourage them to put them on windscreens of all 4x4's that they see.
Produce posters for display at local spares shops and local club events.
9. Information/Research Training Meetings.
Training meetings to be held quarterly so a specific area of RoW.
The first meeting is to be on the information currently recorded.
10. Additional Input and co-ordination.
Training meetings (above) will help to get other involved.
Organising social events and laning trips will help to maintain peoples interest.
11. Future Meetings.
Next meeting is to be held on 9th April 1998.
