1. Promotion of Manchester’s Lanes.

This has to be put on-hold until we have surveyed, recorded and driven a larger quantity of Manchester's lanes and know exactly where they are and their current state.

2. Responsibilities Within The Local Group.

It was decided that Dave Pickering would take on responsibility for the surveying of lanes and for their recording as he is already co-writing a national rights of way database with Rob Smith.

Pat Kent agreed to organise a variety of social events and will produce a calendar of events by the next meeting. She proposed that we hold a weekend away in Langdale Forrest on 25th and 26th July 1998. Everyone agreed that this should happen.

Additionally Dave Wilson will consider co-ordinating the Maintenance Plan if it is decided to adopt it at the next meeting.

3. Individual Skills.

The idea of recording people's professions and skills was agreed to be advantageous but it was unclear exactly what use this information would be put to at present.

Dave Pickering is to produce some forms for the next meeting.

4. Green Lane Day 1998.

Ian Boddison will find out the date of Green Lane Day 1999 by the next meeting so that we can inform all local clubs with a view to them adding it onto their calendar of events and avoiding clashes of events.

5. Co-operation Between Clubs.

Several ways of working with local clubs were discussed. There included:
Providing a forum to share current lane information so that we can all avoid lanes that might suffer damage, know which lanes are obstructed and share historical evidence.

Give a short talk to local clubs on the aims of GLASS and the ways that GLASS can assist them.

Embark on a programme of educating club rights of way officers.

Invite local rights of way officers to our monthly meetings.

Invite other vehicular user groups eg All Wheel Drive Club (who were represented at this meeting) and Trail Riders Fellowship.

Produce a handout that could be distributed to local clubs and their members. This would include information on GLASS, a code of conduct, advice on dealing with obstructions etc.

6. Stockport User Forum.

Ian Boddison will be attending as Manchester GLASS Rep.
Paul Byron might be able to attend.

7. Future Offers of Maintenance Assistance.

A draft document has been written and sent to Tim Stevens of LARA. Tim has returned it with some notes of his own (of a personal nature; not officially from LARA).
A copy of this was distributed to all present in order that they can read through it by the next meeting when it will be considered in detail.

8. Survey Forms and Database.

The All Wheel Drive Club (AWDC) already have a survey forms for lanes from all over the country. However, we are unsure what use or records are made of these forms. Any information that we acquire when surveying will be supplied to the AWDC for inclusion into their records.

Getting users to complete survey forms following lane use is difficult and we need to find ways to ensure that the forms get completed. One way of doing this might be to turn the information into a form that is of direct benefit to users - eg route plans.

As we are about to embark on a complete survey of Manchester's unsurfaced carriageways it was suggested that we contact all the Highways Authorities and ask if they would like any other details included within our survey. We could then supply our information directly to them for inclusion in their database. It was agreed that, if such a scheme could be accomplished, it would be beneficial as it would help us to find respect within Highway Authorities and would also be good publicity.

9. Training Meetings

Ian Boddison is to look into a suitable room for the first training meeting on 21st June 1998.
There will be a charge made for the day which will be £6 for GLASS members and £10 for non-members.

10. Local Social Events.

Pat Kent has agreed to act as a social organiser and has already arranged for a weekend in Langdale Forrest in July 1998.

The need for some laning trips was discussed and it was agreed that from the next meeting (11th June 1998) we would have a laning day around Manchester on the Sunday following the meeting. Details of this day would be available at the meeting.

The subject of public liability insurance for people leading a group on a laning trip was discussed. We will look into it for the next meeting but it was generally thought that we do not lead a group but simply drive there and the others follow of their own free will. Therefore, the 'leader' cannot be held liable.

11. Cheshire.

Our laning trips will include north-east Cheshire as this is as much in need of vehicular use as Manchester. Dave Pickering will not be holding any separate meetings so our meetings will now extend to cover his area when appropriate. North Cheshire is currently undergoing informal consultations on RUPP reclassifications and it is important that we are involved in this process.

12. Local Lane News.

Bullet points are needed so that people can write to Highway Authorities regarding lanes in the area. It is also important that we complete the survey of known lanes quickly and make the information available to local users.

Ian Boddison is to produce a 'Bod's Top Ten' of lanes for each meeting. This will mainly concentrate on lanes that we are currently campaigning against the Local Authority or the landowner about.
