Photo was probably taken from Đinovo Brdo - a hill/mountain at the southern border of the Cetinje plain. There is a serpentine road to the top (866m) of Đinovo Brdo, and the photo was taken from some height along that road.
The unusual thing is that the photo was taken from the south, while the road from Njeguši enters Cetinje from the NW. However, the view from the south encompass all the main attractions of Cetinje (albeit from somewhat afar), so this standpoint has been exploited very frequently.
