Democratic Quarter Hour

1. Miss P Burton, 9 High Street, commented on cars breaking slabs by parking on them outside Mills, High Street, this is on double yellow lines. The Clerk will contact Stewart Christie, Highways, requesting repair.

2. Miss P Burton, requesting dog fouling signs for Station Yard. Cllr. Cotton will put one up. He mentioned he saw a woman allow her dog to foul on Meadow Rise without cleaning it up. If he had had a witness he would have attempted a prosecution. The Council felt most fouling was done under the cover of darkness in the Winter Months. A black labrador had been seen on several occasions wondering loose around the village. The Clerk will contact the dog warden.

3. Cllr. Nangle requested permission for his wife to assist him with the voluntary Car Scheme, this was granted.

4. Mr P Walton, 3 Highfield Road, lives opposite the library car park and feels with an increasing population in the village and the many services offered by the Health Centre, it has become too small. Only one entrance and exit is deterring drivers from entering causing more congestion. Discussion ensued, as this was an agenda item it will be further discussed later.

PC Lake reported two youths riding motorbikes on land between St Andrew's Drive and Western Avenue which is owned by West Lindsey are to be prosecuted.

Millennium Project

Cllr Cotton reported the National Millennium Committee had instructed churches to ring their bells for 1 hour from 12noon 1st Jan 2000. St Botolph's will do a quarter peel for this, after which a service, then tree planting, then tea in the Church Hall is planned.

West Lindsey Citizen's Advice Bureau

Mr T Finegan, Manager of the above bureau met with several members of the Council, Tuesday 5th January. The Chairman reported it was a very interesting discussion with Mr Finegan outlining the varying work performed by 11 volunteers for the District. After discussion it was PROPOSED by Cllr Brock and SECONDED by Cllr Barron that the Council donate £100. This was put to the vote and was unanimous. It was also AGREED to send a thank you letter to him for meeting the Council and enquire further into Mr Finegan's suggestion of holding a monthly outreach session, staffed by a Citizen Advice Volunteer at the St Andrew's Community Centre.

Waste Carriers Licence

The Treasurer following discussion with the Environment Agency reported the Parish Council does not need a Waste Carriers Licence and cannot purchase one for the Handyman as the expense would not be justified. The waste produced is non-construction, the onus is on the Parish Council to ensure the waste is disposed of, but the waste is produced by the Handyman when he picks it up. If the Handyman uses his own vehicle to take waste away, then he should have a Waste Carriers Licence. The waste should be disposed of at a tip not land fill.

CIS Kiosk for Village

Mr S Pauling, Lincoln Transport Group LCC - had sent a photograph of a CIS Kiosk. This gives touch control information for trains. Funding is from the European Regional Development Fund through the Station Redevelopment Fund. One is to be placed at the station with another in the village. Mr Pauling suggested outside the Co-op on the High Street. After discussion it was AGREED to recommend three sites at the other end of the village from the Station.

B) Highfield Road notice board (near junction of Mill Lane).
C) Outside Lateshopper (Tates Ltd) 47 Manor Road.

Accounts

The Treasurer circulated a photocopy of an article from "The Clerk". This states the District Auditor can charge Parish Councils for time spent dealing with complaints received by them about the Parish Council even if the complaint is unfounded. A copy of this article is appendix's to the minutes.
